Overview

The Salvation Army's Midtown Service and Treatment Center (MSTC) is looking for a strong leader with a background in social services administration of behavioral health programs which includes outpatient and residential substance abuse treatment, to join our team as the new Executive Director.  This position comes with a very generous benefits package.  Starting will be between $60,800 and $91,200 a year depending on eduction and experience.
 
The MSTC ED is responsible for the direction, management and oversight of the MSTC. The position is responsible for providing strategic leadership toward the development and achievement of MTSC operating goals and objectives aligned with business and professional practices, governmental and private standards, and The Salvation Army (TSA) philosophy, purpose, strategy and Mission Statement. This position is expected to comply with TSA, Federal, State and Local policies and standards.  
Responsibilities
1.  Program Administration
Set and achieve annual program operating goals, objectives, and activities.
Utilize a program management team of relevant personnel enlisting collective staff participation in operations and achievement.
Utilize a community advisory council representative of the activities, community, and services to advise the program in areas of community relations, finances, funding, management, policies and procedures, service delivery, and more.
Maintain current policies and procedures ensuring content comprehensiveness, personnel participation and utilization delivering best practices of care and conforming to relevant regulations and standards.
 
2.  Community
Ensure that the program addresses, understands, and appropriately serves a clearly defined target community. 
Direct the program to connect with and communicate with community interests to ensure that the program informs the general and specific public targets and the various public sectors inform the program.
Ensure that activities, programs and services, purposes, and representatives present a positive and valued image and position to the community, industry, and persons it serves. 
 
3.  Services
Lead the services provided at MSTC utilizing industry best practices toward the highest quality of care experienced by its consumers and personnel.
Ensure that the program has an appropriate, defined philosophy of care grounded in cultural, organizational, and professional roots and disseminated through its activities, decisions, expressions, personnel, and services.
Direct intake, assessment, treatment, and discharge services that provide accessible, effective, proven, and reasonable interventions with program consumers/participants.
Ensure that program abides by relevant codes of ethics, upholds the rights and the responsibilities of participants, and protects the confidentiality and personal privacy of its consumers/clients.
Ensure that the program provides services in a manner that is sensitive, respectful, and responsive to the differing backgrounds, customs, languages, values, and expectations of the inclusive population it is intended to serve.

Qualifications
Master\u2019s degree in business, health, or human service area from accredited college or university. Minimum of seven years of increasing upper level management experience in administration of comparable behavioral health social service programs that offer multi-faceted outpatient and residential substance abuse treatment.  Experience and/or capacity in addictions, budget/contracts/grants management, mental health and wellness, individual/organizational capacity development, and strategic planning.
 
Motor Vehicle Check (MVR): Pass TSA MVR check.
 
Preferred Certifications:  LSW, LCSW, LMSW, LAMSW, LPC, or LCPC
 
Physical and Work Environment Requirements:  Must be capable of performing the above essential duties in an office environment to include: using a computer, answering phones, etc. Most work will be indoors in a temperature-controlled environment.  Travel requires outdoor activity where it will be cold in the winter and hot in the summer.
 
The Salvation Army Central Territory does not participate in unemployment compensation programs. The Salvation Army, as a church, is exempt from participation in federal and state unemployment insurance programs.
