About the position:
Reporting to the CEO, the Chief Operations & Innovation Officer will manage the implementation of PPSOs current operating plan and, thereafter, work in partnership with the CEO to update and operationalize PPSOs strategic plan. Approximately three-fourths of this role is operations focused and the remaining one-fourth is finance related, including managing the Controller. The Chief Operations & Innovation Officer will serve as the internal leader of the organization and provide a strong day-to-day management presence, responsible for ensuring that all program activities operate consistently and ethically within the mission and values of PPSO and meet PPSOs operational and financial goals. The Chief Operations & Innovation Officer will also be responsible for ensuring the continued financial sustainability of PPSOs program/service units through sound financial stewardship and strategic fiscal management.

Operations & Innovation:
Provide leadership in PPSOs development and implementation of short and long-range strategic plans, goals and objectives. Ensure that strategic plans and goals are implemented to support the mission and growth of the organization.
Ensure PPSO is well positioned to adapt to changing political threats to historically provided services including access to safe, legal abortion, and increasing the capacity to provide access to those outside of Oregon.
Collaborate with senior leadership to identify opportunities that support the achievement of increased quality and efficiency. Identify and recommend best practices for operational improvements and performance. Oversee the implementation, providing skilled resources to projects to improve processes, organization design and staff capability across PPSO, focusing on improved productivity, standardization and simplification, as appropriate.
Evaluate operational policies and procedures and develop strategies and implementation plans to improve and standardize operations while enhancing overall effectiveness and efficiency.
Responsible for EMR and practice management conversions and/or upgrades.
Actively lead the implementation of PPX, a value driven operational framework that targets job retention, patient satisfaction, increased visit volume and revenue.
Collaborate with other Planned Parenthood affiliates and leaders with the goal of sharing and adopting operational best practices.
Clinical Program Development Management & Support:
Partner with VP Medical Services to best direct the medical and clinical support programs to ensure that PPSO positively impacts its target beneficiaries.
Monitor and manage continuous improvement of effectiveness and efficiency of clinical operations.
Develop and implement systems for real time tracking and analysis of data to yield information necessary to manage daily operations and the continuous improvement of PPSOs programs and support functions.
Cultivate existing and develop new relationships with third party payers.
Financial Management and Oversight:
Develop financial strategies to ensure the financial viability and sustainability of PPSOs program/service units through sound fiscal management.
Working with the Controller (Manager of Accounting), oversee all financial and business planning activities, including:
§ Direct and administer all financial plans.
§ Oversee business policies and accounting practices.
§ Oversee the production factual, accurate, complete and timely financial reports and analyses that inform and support decision making.
§ Lead and support organizational budgeting process.
Security, Logistics & Facilities:
Ensure the ongoing maintenance and updating of information systems and infrastructure, to cost effectively support PPSOs programs.
Oversee management of logistics function to ensure timely and efficient procurement of inventory and supplies and management of daily operations of physical plant and equipment.
Oversee PPSOs security and safety programs.
Education/Minimum Work Experience:
Bachelors Degree in Business, Health Administration, Health Policy or related discipline required.
Masters degree in Business, Health Administration, Health Policy or related discipline preferred.
Minimum of 10 years leadership experience to include 5-7 years of demonstrated healthcare leadership and executive/senior management experience.
Experience in systems analysis, strategic and operational planning.
Experience in financial strategy and planning.
Broad knowledge of the healthcare environment and senior level experience in a healthcare setting.
