Description Northrop Grumman Mission Systems is seeking a Chief Engineer with experience building and integrating enterprise level software for autonomous systems. The position will lead the technical and engineering components of a large and complex engineering program located in San Diego\/Rancho Bernardo, CA. The individual will be responsible for Customer Satisfaction of both internal and external customer segments. The Chief Engineer owns software\/hardware requirements and establishes quality best practices and processes. The individual establishes segment development, integration and test policies, practices, procedures, and leads Ground Segment integrated master schedule reviews and segment risk board. The Chief Engineer ensures the Ground Segment development and COD schedule status is accurately reflected in the program integrated master schedule. The Chief Engineer responsibilities include but will not be limited to the following: \u2022 Overall Integrated Product Team (IPT) accountability \u2022 Reports to the Department Director \u2022 Primary IPT interface to program leadership team \u2022 Directs all IPT technical activities \u2022 Obtains staff resources from functional organizations \u2022 Collaborates and coordinates vertically and horizontally across all program segments, and with appropriate customer counterparts \u2022 Owns software requirements and establishes software and quality best practices and processes \u2022 Establishes segment development, integration and test policies, practices, procedures \u2022 Leads requirements traceability and Independent Validation and Verification (IV&V), ensures the IPT meets sell-off criteria. \u2022 Directs Hardware and Software development, productivity, quality, and configuration management \u2022 Directs Hardware and Software Testing, Integration, and Deployment \u2022 Drives defect reduction activities; conducts Root Cause Analysis as needed, and creates feedback loops that apply lesson learned into process improvement \u2022 Coordinates IPT access to Test\/Integration Laboratory Environments and continuously assess process automation opportunities \u2022 Ensures Cyber\/Information Assurance requirements are inculcated into system\/software design In addition, the Chief Engineer should have exceptional skills in the areas of risk and opportunity management and process improvement as a way of driving quality. This role requires ongoing collaboration with program, division, and sector functional areas to ensure responsive and accurate problem resolution across the supported applications environment. The successful candidate must have proven team leadership and relationship-building skills; strong oral, written, and presentation communication skills; and excellent problem-solving and analytical abilities. NGMSCIMS Qualifications Basic Qualifications: \u2022 Bachelor of Science in relevant engineering degree required with ten (10) years software development experience, or eight (8) years with a Master\u2019s Degree required. \u2022 Experience in enterprise software development, systems integration, and testing. \u2022 Experience leading Agile software program development and a basic understanding of Services Oriented Architectures required. Continuous integration, web services, XML data services, multi-core and multi-threaded computing environments, memory allocation techniques, and C , C#, and Java coding languages knowledge desired. \u2022 Exceptional communication skills and experience communicating and explaining complex ideas to various audiences, including corporate and customer leadership, is required, as is the candidate\u2019s ability to multi-task, analyze, and problem-solve. \u2022 Must possess experience successfully building, leading, and managing large multi-disciplined teams that include all experience levels. \u2022 Knowledge of Continuous Improvement and Quality Management processes, such as CMMI, ISO, and Six Sigma, is required. \u2022 Previous experience managing cost accounts is required. Experience with Earned Value Management Systems (EVMS) processes is required. \u2022 Must possess an active Secret Clearance with eligibility to obtain a TS\/SCI clearance. Preferred Qualifications: \u2022 Active TS\/SCI clearance \u2022 Experience in ensuring developed code complies with applicable cybersecurity requirements.
