**Job Summary**

AECOM is seeking a Vice President of Contracts, DCS & CS Federal. The primary responsibility for this position is to provide cradle-to-grave contract administration on all Federal contracts in support of design, consulting services, construction, and construction management executed by our AECOM DCS and CS Groups. To effectively carry out this responsibility, the incumbent is expected to be an essential component of an integrated leadership team(s). To this end, the incumbent will provide contractual advice and guidance to Program Managers, Capture Managers, Pricing Managers, Business Managers, and any other required personnel throughout the business acquisition lifecycle from the identification of an opportunity through contract award, performance, and subsequent close-out. The incumbent will proactively work with all appropriate personnel at the earliest possible phase in the acquisition lifecycle to help develop strategies to increase probability of win, minimize administrative requirements, mitigate risks, and maximize achievement of financial objectives.

Essential Responsibilities:

Act as a strategic business partner and provide contractual counsel to the Executive Vice president (s)/General Manager(s) of the assigned organizations

Work closely with all other functional leadership/management staff including Business Operations/Finance, Business Development, Procurement & Subcontracts, Human Resources and Safety, Health and Environment Group leads.

Lead, mentor and develop team of Contracts personnel within the assigned organization.

Exercise judgment within defined practices and policies in selection of methods, techniques, and evaluation of criteria for obtaining results.

Work as required with other functional areas to ensure that budgets, schedules, compliance, quality and performance requirements are met.

Serve as the primary point of contact with the customer’s contracting official.

Lead negotiations for all facets of contract requirements.

Review and analyze contract documents to determine contractual obligations.

Provide continual review and administration of assigned documents to ensure potential issues are identified prior to becoming problems, determine and communicate whether all terms and conditions are being met, and ensure identified problems are communicated to executive leadership for resolution in a timely manner.

Organize and manage contract documentation.

Collect and analyze contractual data on existing government contracts, prepare teaming agreements/NDAs, and prepare ad hoc reports.

Analyze and convey to senior management the necessary requirements of customer’s RFP.

Work with Business Operations Managers and the Pricing Department to provide guidance for establishment of cost and pricing data for the development of proposals in accordance with customer’s request for proposals (RFP) specifications.

Prepare the contractual and administrative portions of any cost or business volume of a proposal to include, but not limited to: cover letter, financial statements, representations and certifications, cost narrative, proposal assumptions, contingencies, sample contracts, or other terms & conditions.

Perform special projects as required.

Perform all other position related duties as assigned or requested.

**Minimum Requirements**

Minimum Position Knowledge, Skills, and Abilities Required:

Bachelor's degree in Business Administration or equivalent and at least 10 years of job-related experience.

MBA, JD or equivalent advance degree is preferred.

Excellent communication and negotiation skills; working knowledge of word-processing, database, spreadsheet programs and integrated software applications are required.

May require travel.

A current Top Secret clearance is preferred. Candidates without a clearance will be considered barring any known barriers to obtaining one.

Experience working with Federal construction, design, and facility renovation contracts.

Self-starter with a “can-do” attitude that will thrive in a management structure where supervision is minimal but high standards of productivity, quality of work, and effectiveness are maintained.

Excellent people skills – the ability to interface with multiple levels of operations personnel and administrative staff; and the ability to discuss and explain complex contractual topics effectively with non-contractual personnel.

Strong oral and written communication skills - the ability to make cohesive, logical, and persuasive arguments regarding contractual interpretation or the company’s position regarding a contractual or business issue.

Strong organizational skills – the ability to multi-task, prioritize commitments, manage time effectively, and meet deadlines in a fast paced, dynamic, team oriented environment.

Ability to work well as part of a team and provide good customer service to internal/external clients.

Working knowledge of FAR, DFARS, and other FAR supplements with the ability to independently research regulatory issues, understand their application and consequences to our business.

Understanding of the general role and required interface with DCMA and DCAA.

**Preferred Qualifications**

A current Top Secret clearance is preferred.
