The Space Systems (SS) International and Civil Space Program Area Chief Engineer (SS ICSP PACE) will be a proven leader accountable for the cost, schedule, and technical integrity of engineering capture & development activities performed within the Space Systems mission area. The SS ICSP PACE will directly report to the SS Business Area Chief Engineer, and will have dotted line responsibility for Program Chief Engineers assigned to the classified portfolio of space programs. The SS ICSP PACE will possess proven technical knowledge with hardware, firmware, and software technologies applicable for space-based sensing capabilities. In addition, the SS ICSP PACE will have demonstrated career experiences spanning the Systems Engineering discipline lifecycle, including requirements analysis, architectural design, product implementation, integration, verification, validation, and operation/maintenance. Finally, experience working on international programs, with knowledge of Ex/Im policies, both Raytheon and USG, is highly desirable. The SS ICSP PACE will collaborate with Program Chief Engineers, Program Managers, Department Managers, and Program Excellence leaders, to drive effective application of the project management discipline resulting in robust engineering plans for new program startups. Furthermore, the SS ICSP PACE will independently review the established engineering cost, schedule, and technical measures, on a recurring basis with the Program Chief Engineers, to identify issues early and establish preventative actions necessary to maintain commitments throughout the execution of engineering activities. With the support of the Program Chief Engineers, the SS ICSP PACE will continually confirm and as necessary reinforce, the reasoned application of risk and opportunity management practices and techniques, and consistent and meaningful application of configuration management and control to the evolving technical baseline(s). Required Skills: Minimum 12 years of related experience Interim Secret Clearance Demonstrated executive presence, strong written and oral communication skills, solid judgment, reasoning, and decision making abilities Proven technical acumen with space-based sensing and technologies Demonstrated career experiences spanning the Systems Engineering discipline lifecycle, Experience performing technical reviews (and leading reviews) at different product lifecycle milestones Experience with captures of large, complex proposals Experience with International Pursuits and Programs US Citizen Desired Skills: Active Single-Scope Background Investigation (SSBI) Active DoD Top Secret Clearance Experience with program/project management, with emphasis on risk management techniques Experience in IRAD product technology strategic planning and execution Strong knowledge of SAS Management System (MS) and Integrated Product Development System (IPDS) Required Education: Bachelor\u2019s degree in Engineering, Math, Science or related degree This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons.
