External candidates will not be referred****** Position is responsible for overseeing the development and monitoring of strategic budgets, accounts payable, accounts receivable, and creating and auditing fiscal policies and procedures for the agency. Responsible for the execution of all federal and state grants by working directly with the section supervisors and the agency Director. Position oversees the agency's purchasing program by working with section supervisors to gain maximum benefit from budget resources, ensuring continued operations and support to the customers. Coordinates with Office of Finance and Management, Information Services Agency and Auditors Office to gather relevant data for use in making various fiscal decisions. Position Responsibilities Responsible for financial function of the Indianapolis-Marion County Forensic Services Agency, to include both county general, and grant funds, if applicable. Schedules, organizes, and implements the annual budget planning process. Compiles and analyzes data, prepares summary and submits annual budget plan to the Deputy Director and Director for approval. Develops and monitors the I-MCFSA budget. Monitors actual expenditures against budget, evaluates variances, and revises original budget, as appropriate. Informs the Chief Deputy Director and Director of modifications. Assists Deputy Director and Unit Supervisors in the preparation of their budgetary requests. Oversees the agency's purchasing program by working with section supervisors to gain maximum benefit from budget resources, ensuring continued operations and support to the customers. Responsible for strategic planning, metrics, and benchmarks for sustainable programs within existing budget dollars and future budget forecasts. Generates various comparative and trend analysis reports. Develops and oversees systems supporting the budgeting process including system design, specification, testing and implementation. Testifies to City/County Council and Public Safety Committee on fiscal ordinances. Engages in the typical responsibilities of a manager requiring planning, evaluating, organizing, integrating, and controlling. Develops strategic plans in order to streamline operational effectiveness in various sections of the agency. Provides operational accountability for all agency controlled assets and agency vehicles. Coordinates with the Office of Finance and Management for all capital asset transactions. External candidates will not be referred****** Bachelor's degree in Accounting/Finance/Business or related field and a minimum of three (3) year's prior related experience in a fiscal role with progressive responsibilities is required. Ten (10) years' experience in fund accounting may be substituted for a degree. Comprehensive knowledge of accounting standards and procedures relative to all areas assigned. Ability to analyze, project, and utilize spreadsheet(s), database(s), and other software is required. Ability to coordinate multiple projects and meet various deadlines is required. Independent Judgment The Chief Financial Officer-Forensics is guided in judgment by Laboratory Policy and Standard Operating Procedures, as well as, all tenets of applicable law. Establishes policies and procedures for the laboratory in order to regulate and control the budget and any process associated with it. Overall laboratory operation and safety procedures, proper reporting of accidents, and the ability to learn new skills to accommodate changes. The Chief Financial Officer-Forensics will be held to the highest standard by upper management for independent judgments rendered when faced with a situation where a decision is needed, and there are no clear-cut standard operating procedures or laws.
