The individual will work in Global Liquidity Management (GLM) within Citi’s Corporate Treasury. The group is responsible for setting firm wide liquidity risk policy and standards, establishing the framework for sizing liquidity requirements including internal stress testing framework, developing contingency funding plans in conjunction with other stakeholders within and outside Citi’s Treasury function, providing liquidity oversight to Citi’s regulated subsidiaries globally, and ensuring that Citi maintains adequate liquidity appropriately positioned to meet the company’s global needs both in normal market conditions as well as during periods of stress.
In this capacity the GLM group influences strategic and tactical decisions that impact liquidity at both the aggregate and entity level and assists with coordination of funding across businesses and legal entities. In coordination with Planning & Analysis, Treasury Capital Management and the Resolution and Recovery groups, GLM ensures a consistent view of the balance sheet, liquidity and capital management.
Additionally, GLM works with country and business treasurers to implement funding and liquidity plans for each country and legal entity. This includes analysis of the balance sheet and economic/business conditions for each country and significant operating entity. In partnership with risk management, the group maintains and implements Citigroup’s Liquidity Risk Management Policy. GLM also maintains an active dialogue on liquidity matters with regulatory agencies, rating agencies, industry groups and investor relations.
The candidate’s responsibilities will span several aspects of GLM’s functions including the following key responsibilities:
Assist in developing and maintaining Citigroup’s Liquidity Risk Policy and Standards.
Lead interpretation of evolving liquidity regulations including Liquidity Coverage Ratio (LCR), Enhanced Prudential Standards (Reg YY), Net Stable Funding Ratio (NSFR), Resolution and Recovery plans, and other regulatory body sponsored initiatives.
Integrate new liquidity requirements into a firm wide liquidity framework, including a set of stress scenarios and metrics, funding and liquidity plans, and reporting requirements in order to comply with the regulations.
Partner with other GLM’s groups to develop and document assumptions for all required liquidity stress scenarios.
Assist in maintaining active and open dialogue with Citi’s primary regulatory agencies (FRB, OCC and FDIC), as well as industry wide forums, through periodic and ad-hoc updates.
Respond to regulator questions regarding liquidity guidelines and policy requirements and to inquiries into Citi’s liquidity function.
Contribute to the strategy recommendations for liquidity risk management while ensuring Citi’s liquidity soundness and optimizing returns.
Prepare and develop ad hoc analyses for meetings with senior management and regulators related to Citi’s liquidity profile.
Coordinate and address ad hoc requests from Citi businesses and legal entities related to liquidity policy guidelines and stress scenarios.','!*!
A bachelor degree in finance, legal, accounting, or related fields; advanced degree is a plus
Minimum 6-10 years of experience in one or more of Treasury, Risk Management, or Financial Regulations disciplines, preferably with prior exposure to Liquidity Risk Management, Banking, Capital Markets and/or Treasury product knowledge
Strong quantitative and presentation skills, with attention to detail and knowledge of Microsoft Excel, Power Point.
Excellent interpersonal and communication skills
Willingness to take ownership and execute on deliverables
