The ASD VP will help ensure the Bank continues to have a safe, secure, and physically aesthetic work environment for its employees and constituents. Reporting to the Senior Vice President, this executive level position has primary day-to-day leadership responsibility for a staff of\u00a0100 employees in Minneapolis and Helena. Specifically, the ASD VP is accountable for management oversight and attainment of operational goals and objectives for the Law Enforcement, Facilities and General Administrative Services functions. The ASD VP will serve as a key representative of the Bank with local, state and national law enforcement agencies, government entities, and regulatory agencies. The ASD VP will provide thought leadership and forward-leaning practices that support creativity and innovation. The ASD VP will work effectively across the organization with a Bank-wide and System-wide perspective and an emphasis on collaboration and consensus building. The successful candidate will have a minimum of 10 years of demonstrated, progressive, and relevant leadership experience in a complex operational or services environment, as evidenced by an established record of achievement leading or sponsoring large, successful programs. The candidate will also have a proven ability to think and act strategically and critically while interacting with a diverse group of executives, managers, and professionals. They must have the ability to deliver customer-focused services, meet critical deadlines, manage ambiguity, work across highly independent business units, and deal with difficult situations as routine. The ability to conduct oneself, at all times, with integrity, honesty, and respect for every employee is paramount. Key Responsibilities Oversees and provides strategic direction to the Bank\u2019s administrative services function which includes Law Enforcement, Facilities and General Administrative Services. Plan, direct and implement policies and procedures to ensure the physical protection and security of the Bank\u2019s employees, property and assets. Ensure Law Enforcement function meets Board of Governors mandate and maintains accreditation standards associated with its federal law enforcement status. Engage with Law Enforcement professionals at the System level and within the external community to effectively monitor, manage and mitigate physical security risk. Serve as the District\u2019s Personnel Officer with responsibility for overseeing the administration of United States Government Security Clearances to select Bank management and staff. Direct the overall management and support of the Bank\u2019s physical plant and surrounding grounds including capital improvements and design, space planning and building operations. Promote a safe and accident-free work environment through appropriate training and strict compliance with applicable workplace safety guidelines and state\/federal OSHA regulations. Serve as an internal consultant and partner with business lines to achieve key objectives. Partner with Enterprise Risk Management, Business Continuity and Information Security to manage and monitor risk related to physical security, insider risk and cyber security. Build and maintain relationships with other Federal Reserve Banks, local, state and national law enforcement agencies, government entities, and regulatory agencies to further functional and operating objectives. Represent the District on System work groups and committees. Identify and develop staff with leadership and management potential. Recruit, retain, and foster development of staff with an appropriate mix of management, interpersonal, and technical skills. Provide a direct communication channel between senior management and department management. Develop a budget and present it to senior management for consideration and approval. Coordinate development of department budget and monitoring of actual expenses; assure significant deviations from the plan are communicated in a timely manner to senior management. Support audit and financial compliance by working with ASD staff to ensure effective internal controls, processes and procedures in place. Promote an environment where all employees feel they belong and can contribute to the Bank's work. In addition, model and develop an organizational culture that encourages strong employee engagement, fosters a diverse and inclusive workplace, and reduces barriers to productive work. The ASD VP will also be responsible for other specific duties and responsibilities that may be assigned, as needed.Qualifications Bachelor's degree required. Graduate degree preferred.10 or more years of relevant leadership experience in a complex business environment, as evidenced by an established record of achievement. This experience must include at least 6 years of demonstrated experience in a leadership capacity. Significant experience with facilities management or law enforcement\/physical or cyber-security or related functions preferred. Superior business acumen, strategic planning skills and experience with an emphasis on innovation and automation. Demonstrated organizational skills with the ability to identify priorities, drive performance, and execute plans on schedule. Excellent communication skills (written and oral), as well as effective presentation and persuasion capabilities, and management presence that elicits confidence and credibility. Resourceful, flexible, and open to new ways of thinking, with the ability to drive change. Demonstrated strategic and critical thinker with the analytical skills necessary to evaluate, organize, and direct complex projects and programs. Ability to identify key strategic issues affecting areas of responsibility and demonstrate an understanding of their implications. Excellent interpersonal, leadership, and negotiation skills. Proven direct supervisory experience including financial responsibility. Excellent judgment when deciding which issues to resolve directly and which require senior management attention. Discretion and sensitivity in handling confidential, varied and complex issues. Strong leader, who operates in a completely transparent manner, manages and motivates the team and encourages team cooperation across the organization and functions. Successful candidate must be able to obtain a top secret clearance.
