Description State Chief Information Security Officer (EMS4) u00a0Washington Technology Solutions (WaTech) operates the state's core technology infrastructure, the central network and data center and supports enterprise applications. WaTech also houses the State Office of the Chief Information Officer and the Office of Cyber Security. Our customers include state agencies, county, city and tribal governments as well as nonprofits. Chief Information Security Officer (CISO) is the highest ranking senior executive for cyber security within the State. The CISO is ultimately accountable for setting statewide security strategy, developing IT security policies and enabling agencies to protect the State's information assets from unauthorized access.u00a0 The CISO is senior advisor to state executive branch leadership and the legislature on cyber security issues, decisions and legislation. This position reviews and assesses proposed state and Federal legislation and provides feedback to the state executives and other national organizations for the **MEMBERS ONLY**SIGN UP NOW***.. Also serves as senior advisor to the Office of Financial Management, Legislative members and staff regarding feasibility and funding of IT Security initiatives across the state. This position leads threat detection and incident response at technical and executive levels. It assesses risk from state threat detection data and outside sources, and recommends mitigating actions for affected agencies and the state enterprise.u00a0 The CISO represents the **MEMBERS ONLY**SIGN UP NOW***. on cyber security strategy, issues, and threats with counterparts across the national security community, federal partners of DHS, FBI, U.S. Secret Service and MS-ISAC, private industry, the media, local law enforcement and other stakeholders. This position provides regular security briefings to the State CIO, Technology Services Board, and is chair for an internal CISO community organization focused on sharing best security practices and implementing risk mitigation. This position is also the Director of the State Office of Cyber Security (OCS) . OCS serves within the Washington Technology Solutions (WaTech) agency and operates the following centers of excellence: **MEMBERS ONLY**SIGN UP NOW***. Cybersecurity and Communication Integration Center (WA-CCIC) u2013 Commonly referred to as a Security Operations Center (SOC) provides situational awareness for cyber security. Monitors enterprise security systems in near real-time, from a single centralized location; performs threat/incident detection, statewide alerting to agencies and local government, and conducts intelligence gathering; **MEMBERS ONLY**SIGN UP NOW***. Information Sharing Analysis Center (WA-ISAC) - Initiates security information sharing across public and private sector partners at local and national levels. Provides training, education and awareness, workshops, publications, analysis; **MEMBERS ONLY**SIGN UP NOW***. Computer Emergency Readiness Team (WA-CERT) - Provides statewide security incident response. Responds to all aspects of malicious activity at statewide and agency levels including containment, log analysis, forensic attribution, incident management, recovery; conducts agency security assessments. State Security Policy and Compliance (SSPC) - Develops IT security best practices, policy and standards. Ensures compliance with state's approved security architecture and regulatory requirements through security design reviews, security assessments. Here's what we are looking for: Five (5) years of experience managing a large Information Technology Security program, with demonstrated expertise in developing security strategies, writing, maintaining, or contributing to information security policies. A Bachelor of Arts or a Bachelor of Science Degree in IT management, computer science, or related degree from an accredited institution recognized by the US Department of Education or the Council for Higher Education. A combination of professional-level security experience and specialized training may be considered as an acceptable educational equivalent. An additional five (5) years of experience in Information Technology Security. This experience must include security policy development and oversight responsibilities within a complex, large-scale computing and telecommunications service environment. An ideal candidateu00a0may also have these additional qualifications: Three (3) years of experience in a highly regulated environment such as HIPAA, Sarbanes-Oxley, or PCI. At least one professional Level-2 certification as defined by the Department of Defense 8570.01-M Information Assurance Management manual.
