Given the dual role the forthcoming candidate will hold, the salary portion funded by Brown University will be paid directly by Brown University. There is no inherent promise by the City of Providence that the $15,000 stipend is to be expected in perpetuity.

Description of Duties:

The City of Providence seeks qualified, mission-driven candidates who are enthusiastic about modernizing government systems. Applicants should develop processes creatively and understand how to both facilitate and lead while working with diverse internal and external stakeholders to lead the City’s Innovation strategy. The Chief Innovation Officer catalyzes deep thinking and action aimed to measurably improve city services and, in the process, fosters a community of practice of civil servants who are able to design, prototype, and evaluate as part of their day-to-day approach to delivering services. An ideal candidate is someone with demonstrated experience applying diverse methods to better deliver on an organization’s mission, and in a manner that inspires and engages colleagues and the community at large. You will also be considered for a joint appointment as Fellow with The Policy Lab at Brown University (learn more at thepolicylab.brown.edu), with an expectation to contribute to the growing community of applied researchers across the state and to be a key liaison in facilitating the partnership between the City of Providence and The Policy Lab.

General Job Responsibilities:

Support all department staff as the management point of contact.

Support departments in establishing and transparently communicating substantive data points related to City priorities and initiatives to outside stakeholders and constituents.

Provide departments with recommendations on process and quality improvements, while providing capacity in data collection, project management, evaluation, and systems/process related training as appropriate.

Work effectively with cross-functional staff, including IT, department directors, multiple levels of leadership, business partners, and vendors to achieve work plan completion.

Facilitate qualitative and quantitative methods aimed at designing, piloting, iterating, and understanding new ideas.

Collaborate with departments to establish annual targets, metrics, strategies, and desired outcomes to be evaluated and presented to the Administration periodically.

Encourage performance-based budgeting practices throughout City departments by collecting, measuring, and evaluating processes and practices.

Oversee all aspects of the department’s project management work, including; defining scope, budget, team, metrics, and documenting impact, evaluation, risk, and savings associated with project work.

Develop and execute high-level projects in coordination with other City departments to improve service delivery and effectiveness, encourage citizen engagement and participation, and build skills and capacity in partnering departments.

Make recommendations on software solutions, integrated systems, and other unique solutions that support City strategies and goals.

Work with designers and software developers on technology projects, seeing them through from design to production to iteration and maintenance.

Be an active participant in strategic planning including consideration of partnership opportunities.

Develop community relationships, attend relevant public events, and seek out best practices for implementation in the City of Providence while acting as a public representative for our Innovation Initiative.

Required Qualifications:

Minimum of bachelor’s degree from an accredited college/university in public administration or significant coursework in design, data science, statistics, a social science field, information technology, or related coursework; a minimum of five (5) years’ management experience; or a combination of education and experience that is substantially equivalent to the requirements listed above.

Ability to facilitate conversations across government staff, community stakeholders, and elected officials, bringing together diverse perspectives toward shared goals.

Experience in the use of qualitative and quantitative measurement, data analytics, and related empirical approaches, as a key part of process improvement efforts.

Experience working in government (or similarly complicated organizational setting) and improving processes and programs to improve experiences for residents and the staff who serve them.

Ability to gather requirements and recommend software solutions to promote the integration of data systems and processes.

Ability to provide technical assistance and training to end-users as well as demonstrate experience communicating technical information to non-technical personnel.

Demonstrated ability to understand policy implications of data and to tell a compelling story with that data.

Skill in organizing resources and establishing priorities.

Ability to learn and support new systems and applications.

Preferred Qualifications:

Experience overseeing the work of data scientists and/or software engineers.

Advanced knowledge, or applied experience, with at least one social science related field, including qualitative and quantitative methods used to identify and scope problems, to design and iterative on potential solutions to those problems, and to rigorously measure how much (if at all) those designed solutions work.

Demonstrated experience writing reports or creating similar products (e.g. interactive webpages, movies or audio, etc.) that tell stories about the use of design and data to improve a policy or program.

Experience as the manager of people with diverse skill-sets and perspectives.
