Special Assistant (Chief of Staff)
If selected, you will serve as the Special Assistant, Chief of Staff, for Plant Protection and Quarantine's (PPQ), Plant Health Programs (PHP). You will participate in the overall planning and formulation of projects that require analysis of interrelated issues related to effectiveness, efficiency, and productivity of substantive mission-oriented programs, policies and activities including trade issues management and agricultural quarantine inspection policy.

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
Serves as the primary contact for coordination of issues with critical importance and high visibility to the Executive Director and to the office of the PPQ Deputy Administrator.
Analyzes and evaluates the effectiveness of major administrative aspects of substantive, mission-oriented programs for the development of long-range program plans, goals, objectives and milestones.
Serves as an expert in the development and/or interpretation of guidance on program planning.
Uses judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by others within or outside the employing organization.
Develops recommendations within financial, staffing and other resource limitations, priorities, and anticipated and unexpected program requirements.
Coordinates the preparation of decision memorandums, informational memorandums, and briefing papers critical to trade and decision-making processes.
Develops briefing materials, presentations and draft material. Establishes schedules for the review and completion of materials and briefings, and ensures submission within deadlines.
Coordinates with Directors, trade staff, and other Chiefs of Staff within PPQ to determine content, purpose, and scope of briefing materials in response to Congressional, Departmental, and industry inquiries.
Occasional travel - Travel for training and work assignments may be required.

FOR THE GS-13 LEVEL
: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
* Leads projects of high importance (e.g. coordinating meetings and negotiations; developing project plans; tracking progress on high priority initiatives) in collaboration with supervisor or project sponsor. Periodically checks in with supervisor to ensure that the project is on track and provide recommendations for consideration.
* Develops draft materials based on information gathered from staff and other sources and finalizes documents to ensure submission within deadlines. Composes correspondence and briefings on import/export issues and foreign activities. Determines the needs for content, purpose, and scope of briefing materials in response to Congressional, Departmental, and industry inquiries.
* Prepares recommendations for policies to change the way programs are carried out; in evaluating the content of new or modified policies for projected impact upon agency programs and resources; and/or in translating basic policies into program goals, actions, and services.
FOR THE GS-14 LEVEL
: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
* Plans, organizes, and directs work to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
* Designs and conducts management studies to identify and propose solutions to operational policies and programs, and evaluates impact of new or modified legislation and regulations to program and resources.
* Independently manages the flow of information from Program area to upper management and to other units.
Note: There is no education substitution for the GS13/14 grade levels.)
