Assists in the administration and maintenance of the central plant, equipment, and both the generation of all utilities and their distribution systems. Works under the direction of the Chief Engineer
Incumbent is guided by a thorough knowledge of technical engineering, plant operations methods, techniques, maintenance, applicable codes and regulations, and the use of departmental equipment and supplies, principles of management and supervision and procedures and policies of departments and facility.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Plans, organizes, and controls activities of maintenance department under the guidelines of the Chief Engineer to keep staff engaged in maintaining, repairing, and renovating plant and facilities.
Assists the Chief Engineer and in conjunction with the Lead Engineer inspects equipment to determine operating condition and regulates flow of gas, oil and water for proper control of boilers and auxiliary equipment. Evaluates operating conditions by inspection and review of equipment logbooks to detect malfunctioning of equipment. Performs daily inspections of equipment to determine the need for adjustments and repair. Makes chemical tests of water in boilers and alters content of chemicals as required. Supervises internal and external cleaning of boilers.
Assists the Chief Engineer and in conjunction with the Lead Engineer monitors and maintains chilled water generation equipment and all related systems. Monitors and maintains cooling towers, chilled water pumps, condenser water pumps, make-up water pumps, domestic water pumps, sump pumps, ejector pumps, fire pumps, system strainers and blow downs. Uses BAS and other operator computerized controls systems to make adjustments and monitor system operation. Takes remedial action as required in response to alarm conditions or system failures as observed or reported.
Directly supervises the Plant Electrician(s); Monitors and maintains as required other Central Plant equipment such as emergency generators, automatic switching equipment, Motor Control Centers, combustion air fans and Central Plant exhaust systems. Operates and monitors systems for the conveyance of medical gases such as medical air, medical vacuum, oxygen, nitrogen, carbon dioxide, etc.
In conjunction with the Lead Engineer directly supervises and schedules the activities of Boiler Fireman, Steam Operators and licensed Engineers as required. Coordinates work assignments, schedules and supervises other plant operations staff such as maintenance mechanics, Refrigeration mechanics, plumbers, electricians, maintenance workers, trades helpers, etc.
Directly supervises the Plumbing Shop and the position of Utilities Manager and Shop Coordinators Monitors and maintains as required systems for the storage and conveyance of domestic water, waste water and sewage systems. Operates and monitors systems for the conveyance of medical gases such as medical air, medical vacuum, oxygen, nitrogen, carbon dioxide, etc.
Establishes and maintains professional relationships with outside service contractors responsible for repairs and maintenance of Plant Systems. Interfaces as needed to ensure that assigned outside work is performed safely and efficiently. Operates plant systems as needed to facilitate the completion of repairs and maintenance work by outside contractors including starting, stopping and testing of operating parameters of Central Plant Systems.
Maintains and follows all established safety and security procedures as established by Plant Manager, Facilities Management and Mount Sinai Environmental Health and Safety Departments.
Assists Facilities Management in the training and retraining of all plant engineers in the operation and maintenance of all existing and new equipment.
Maintains flow and quality of work to assure timely completion of assigned workload and adherence to standards of quality control.
Reviews and evaluates existing methods, systems, programs, practices, and procedures; develops and recommends change to the Chief Engineer and the Director of Plant Operations and Maintenance. Implements or guides implementation of new and/or modified methods, systems, programs, practices and/or procedures.
Assists with preparation and maintains a variety of department records in compliance of JCAHO, Department of Health Standards, local authorities, and other regulatory agencies.
Maintains adequate inventory of materials, equipment, and supplies and initiates requisitions as needed.
Works with the Chief Engineer and Director of Plant Operations and Maintenance in the coordination of construction and renovation programs for the facility.
Assists with responsibilities of the department and shares weekend duties with other managers when required.
Operates plant equipment efficiently and safely.
Maintains working knowledge of all mechanical, electrical, plumbing and auxiliary functions.
Performs a variety of supervisory and managerial functions.
Schedules, assigns and distributes work to staff.
Monitors and inspects employee work performance to assure performance standards are maintained through use of the computers maintenance management system.
Establishes and coordinates employee work schedules to assure necessary staff coverage. Performs payroll and timekeeping function for the Central Plant(s)
Schedules vacation and holidays.
Resolves complaints as required, reports, and seeks guidance from Chief Engineer and the Director of Plant Operations and Maintenance.
Orients and trains new employees and provides continuing guidance and on-the-job training to all assigned personnel.
Interviews applicants and recommends qualified individuals for hire.
Prepares performance evaluations for assigned personnel, as well as disciplining reports when necessary.
Reviews and writes specifications for corrective maintenance and minor construction and renovation projects.
Monitors and coordinates a variety of preventative maintenance and building and property repair and improvement projects performed by vendors and contractors, inspects completed work and approves requests for payment regarding same.
Assists in coordination of the facility’s fire response team.
Performs departmental and other related duties as required.

Stationary Engineer Licensed by the NYC Department of Buildings
Refrigeration Engineer Licensed by the NYC Fire Department.
Minimum Certification Required:
Must be able to obtain Certificate of Fitness A-35, G-71, G-79 and P-98 or equivalents within 30 days of appointment if requested by Facilities Management. Additional Certifications as determined by Facilities Management
Equipment, Machine, And Manual Skills Required:
Good physical condition and ability to operate departmental equipment.
Sits; stands; bends; kneels; climb stairs, ladders, and equipment; has good sense of balance to work on heights. Some lifting of medium and/or heavy equipment and tools.
Exposure to hazards or risks. Heat, noise, dust and dirt, areas requiring infection control. Ability to meet deadlines and make sound decisions, sometimes under stress. Work whatever hours are necessary to maintain facility in a safe manner including nights and weekends.
Administrative, medical, supervisory staff, employees, patients, representatives of governmental agencies, architects, contractors, vendors, etc. Interpersonal skills necessary to deal effectively and courteously with the above contacts.
Four year Engineering degree or equivalent work experience, or other completion of advanced courses related to management skills, technical engineering and the functions of a Plant Operations and Maintenance Department. The ability to read, comprehend, and transmit complicated detailed instructions in writing and verbally. Must also have adequate knowledge of basic computer skills.
Proficient in the use of Windows based office software including but not limited to Microsoft Office, Word, Excel, PowerPoint and Outlook.
