The Legal Division provides legal counsel to the Industrial Commission of Arizona. The primary purpose of the Assistant Chief Counsel position is to provide legal representation and services to the ICA, specifically its members, Director, Deputy Director, and the Commission’s various divisions. The Assistant Chief Counsel also assists in the oversight and supervision of the Legal Division, including supervising legal activities of the Division, and participates in planning, development, and implementing Divisional programs, goals and initiatives. The ICA is seeking a candidate with supervisory experience and strong leadership skills.

· Graduate of an American Bar Association accredited college of law; Active member (in good standing) of the State Bar of Arizona.

· AZ Driver’s License. In-state travel is required. Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training ( see Arizona Administrative Code R2-10-207(12)). Employees may be required to use their own transportation, as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.


Knowledge needed:

· Knowledge of methods and techniques of managing and supervising a legal division.

· Knowledge of Arizona administrative practices and procedures and personnel rules and requirements.

· Knowledge of the purposes, goals, policies, procedures and practices of the Commission and the Legal Division.

· Knowledge of legal research methods, legal principles, and their application.

· Knowledge of Arizona law and applicable Federal law as it relates to workers' compensation, OSHA, labor/employment, administrative practice and procedures, appellate practice and procedure, superior court practice and procedure, rulemaking and other regulatory requirements affecting state agencies, contracting and procurement, open meetings, public records, insurance, collection practices and procedures, and bankruptcy/receivership/liquidation.

· Knowledge of medical terminology, medical diagnoses, and treatment.

· Knowledge of construction terminology and construction methods.

· Knowledge of ethical standards applicable to lawyers and public employees.

Skills needed:

· Skills in persuasive oral communication and negotiation.

· Skills in clear and concise written and oral advocacy.

Abilities needed:

· Ability to manage a significant volume of cases and effectively use skills of staff.

· Ability to exercise good judgment in making strategic decisions in cases and providing legal advice to clients.

· Ability to multi-task, prioritize, adapt to changing circumstances, and meet deadlines.

· Ability to mentor and motivate staff.

· Ability to work under pressure.

· Ability to travel within and without Arizona, including overnight stays.


Ideal candidates will have:

· Minimum 5 years of experience in areas of law related to that described herein.

· Experience in the management of a legal department or a similar department, including direct staff supervision.

· Experience in the area of employment law.
